    Synopsis: Authorizes the extension of water services to the property located at 96042 Sea Winds Drive. Also approves the Voluntary Annexation Petition.

    1 PROPOSAL APPROVAL – WEATHERPROOFING TECHNOLOGIES, INC. – RESOLUTION 2021-28 APPROVING WEATHERPROOFING TECHNOLOGIES, INC (A SUBSIDIARY OF TREMCO INC., TO PERFORM CITY HALL ROOF REPAIRS AND RESURFACE CITY HALL FLAT ROOF SYSTEMS IN AN AMOUNT NOT TO EXCEED $80,000; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE.
    Synopsis: Approves the proposal from Weatherproofing Technologies, Inc. for resurfacing of the City Hall roof in an amount not to exceed $80,000.
    2 AMENDED AND EXTENDED – EMERGENCY ORDER – COVID-19 – MANDATORY MASKS – RESOLUTION 2021-29 AMENDING AND EXTENDING RESOLUTION 2021-12 RELATED TO THE EMERGENCY ORDER REQUIRING MASKS OR FACE COVERINGS IN PUBLIC SPACES, PROVIDING FOR EXCEPTIONS, PROVIDING FOR A NEW EXPIRATION DATE.
    Synopsis: Extends the Emergency Order requiring face coverings, Resolution 2021-12, to April 7, 2021.
    3 APRIL SPECIAL EVENT APPROVAL – RESOLUTION 2021-30 APPROVING WITH CONDITIONS SOUNDS ON CENTRE BEGINNING APRIL 2, 2021; AND PROVIDING FOR AN EFFECTIVE DATE.
    Synopsis: Approves Sounds on Centre scheduled to occur in beginning April 2, 2021.
    4 YARD DEBRIS – RESOLUTION 2021-31 AUTHORIZING THE CITY MANAGER TO ASSUME OPERATION OF YARD DEBRIS REMOVAL SERVICES INTERNALLY; AND PROVIDING FOR AN EFFECTIVE DATE.
    Synopsis: Directs the City Manager to make arrangements necessary for the Sanitation Department to take over residential yard waste services for City residents beginning April 7, 2021.
    5 VEHICLE PURCHASE APPROVAL/BUDGET AMENDMENT – SANITATION DEPARTMENT – RESOLUTION 2021-32 APPROVING THE PURCHASE OF A VEHICLE FOR THE SANITATION DEPARTMENT FOR FISCAL YEAR 2020/2021; APPROVING AMENDMENTS TO THE SANITATION DEPARTMENT FUND BUDGET FOR FISCAL YEAR 2020/2021; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE.
    Synopsis: Approves the purchase of a 2021 Freightliner Pac-Mac Grapple Truck for the Sanitation Department in Fiscal Year 2020/2021 and approves a transfer of funds into various Sanitation accounts for the purchase, maintenance, and operation of Sanitation equipment.
    6 LABOR UNION – RECOGNITION – RESOLUTION 2021-33 RECOGNIZING THE NORTHEAST FLORIDA PUBLIC EMPLOYEES, LOCAL 630, LABORERS INTERNATIONAL UNION OF NORTH AMERICA, AFL-CIO (UNION) AS A COLLECTIVE BARGAINING REPRESENTATIVE FOR THE EMPLOYEES IDENTIFIED IN THE PROPOSED UNIT; AND PROVIDING FOR AN EFFECTIVE DATE.
    Synopsis: Recognizes the Northeast Florida Public Employees, Local 630, Laborers International Union of North America AFL-CIO (Union) as the Collective Bargaining bargaining agent for City of Fernandina Beach Employees identified in Exhibit 1.
    7 BOSQUE BELLO CEMETERY – COLUMBARIA DESIGN – RESOLUTION 2021-34 APPROVING THE CITY MANAGER TO PROCEED WITH THE BOSQUE BELLO COLUMBARIA DESIGN IN ACCORDANCE WITH THE BOSQUE BELLO CEMETERY MASTER PLAN; PROVIDING FOR AUTHORIZATION AND PROVIDING FOR AN EFFECTIVE DATE.

    Synopsis: Amends the exclusive 5-year franchise to Advanced Disposal Services Stateline, LLC, to remove yard debris collection from the contract effective April 7, 2021.
