PROCLAMATION – RAYONIER ADVANCED MATERIALS – Recognizes Rayonier Advanced Materials Fernandina Beach Plant in achieving the production milestone of manufacturing its ten millionth ton of high quality softwood cellulose specialties. General Manager Mr. Mark Homans will be present to accept the Proclamation.
PROCLAMATION – NATIONAL AFRICAN AMERICAN HISTORY MONTH – Recognizes the importance of African American contributions in the history of the United States.
Presentation – Waste Management, Inc. representatives will be in attendance to provide a presentation on yard waste collection.

6.1 ANTARES GOLF (BILLY CASPER) GOLF AGREEMENT – RECONSIDER RESOLUTION 2020-175 DECLARING ITS INTENT TO RENEW THE CITY’S AGREEMENT WITH ANTARES GOLF LLC. (FORMERLY BILLY CASPER GOLF, LLC; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: Authorizes the City Manager to renew the agreement with Antares Golf, LLC.
6.2 HILLTOP SECURITIES ASSET MANAGEMENT, LLC. – CONTRACT AGREEMENT – RESOLUTION 2021-11 AUTHORIZING AN AGREEMENT WITH HILLTOP SECURITIES ASSET MANAGEMENT, LLC. TO PROVIDE ARBITRAGE AND REBATE CALCULATION SERVICES FOR THE CITY’S BONDS AND NOTES; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: The City has contracted with Hilltop Securities Asset Management, LLC, via Resolution 2016-22, for these services, and the current contract is due to expire February 27, 2021. Staff has been very pleased with the services provided and proposes to enter into an additional five (5) year contract with Hilltop Securities Management, LLC in order to ensure continued compliance with the arbitrage and rebate rules.
6.3 AMENDED AND EXTENDED – EMERGENCY ORDER – COVID-19 – MANDATORY MASKS – RESOLUTION 2021-12 AMENDING AND EXTENDING RESOLUTION 2021-02 RELATED TO THE EMERGENCY ORDER REQUIRING MASKS OR FACE COVERINGS IN PUBLIC SPACES, PROVIDING FOR EXCEPTIONS, PROVIDING FOR A NEW EXPIRATION DATE.
Synopsis: Extends the Emergency Order requiring face coverings, Resolution 2020-180, to March 3, 2021.
6.4 FACILITIES USE AGREEMENT – BUCCANEER REGION SCCA – RESOLUTION 2021-13 APPROVING A FACILITIES USE AGREEMENT WITH BUCCANEER REGION SCCA TO USE AIRPORT PROPERTY FOR SCCA AUTOCROSS SOLO DRIVING EVENTS ON VARIOUS DATES IN 2021; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: Approves a Facilities Use Agreement for SCCA Autocross Solo Driving Events in 2021.
6.5 FACILITIES USE AGREEMENT – DRIVING DYNAMICS, INC. – RESOLUTION 2021-14 APPROVING A FACILITIES USE AGREEMENT WITH DRIVING DYNAMICS, INC. FOR THE USE OF AIRPORT PROPERTY TO CONDUCT DEFENSIVE DRIVER SAFETY TRAINING; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: Approves a Facilities Use Agreement with Driving Dynamics, Inc. for defensive driver training at the Fernandina Beach Municipal Airport.
6.6 SETTLEMENT AGREEMENT – CPH – RESOLUTION 2021-15 APPROVING AN AGREEMENT OF SETTLEMENT IN THE CASE OF CITY OF FERNANDINA BEACH VS. CPH ENGINEERS, INC. IN THE AMOUNT OF $80,000 BROKEN DOWN INTO CASH AND IN-KIND SERVICES; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: Approves the settlement agreement negotiated in mediation in the case 2014-CA-343, City of Fernandina Beach v. CPH, Inc.
6.7 BUDGET AMENDMENT – BUILDING DEPARTMENT – RESOLUTION 2021-16 APPROVING AN AMENDMENT TO THE BUILDING DEPARTMENT’S BUDGET FOR FISCAL YEAR 2020/2021; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: Approves an amendment to the Budget for FY2020/2021, moving funds from Contractual to Operating Supplies for department needs.

7.1 CODE AMENDMENT – STREET PERFORMERS – ORDINANCE 2021-01 AMENDING THE CODE OF ORDINANCES OF THE CITY OF FERNANDINA BEACH, FLORIDA BY AMENDING CHAPTER 70, STREETS, SIDEWALKS AND OTHER PUBLIC PLACES, ARTICLE IV, STREET PERFORMERS, BY AMENDING SECTION 172 TO ALLOW FOR PERMITS TO BE GRANTED ON A ROLLING BASIS REMOVING THE REQUIREMENT FOR IN-PERSON APPLICATION; AND SECTIONS 170, 171, 172, 173, 174, 175, 176, 177, 178 TO EDIT FOR CLARITY WITHOUT CHANGING THEIR MEANING; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: Changes the street performer permit application process to allow for application submittal any time of year and removes legalese in favor of plain language within the Article.
