4.1. NORTH FLORIDA TRANSPORTATION PLANNING ORGANIZATION (TPO)
Wanda Forrest, Transportation Planning Manager of the North Florida TPO, will provide a brief update and answer questions regarding projects planned and programmed for the area.
4.2. BUDGET SUMMARY
Controller Patti Clifford will answer any questions regarding the budget summary for April 2014.

5. CONSENT AGENDA
5.1. GRANT APPLICATION – FLORIDA DEPARTMENT OF ECONOMIC OPPORTUNITY (DEO)
RESOLUTION 2014-64 AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE FLORIDA DEPARTMENT OF ECONOMIC OPPORTUNITY (DEO) FOR A COMMUNITY PLANNING TECHNICAL ASSISTANCE GRANT IN THE AMOUNT OF $25,000 TO FUND THE DEVELOPMENT OF A RECREATION MASTER PLAN; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: Authorizes City staff to submit an application to the DEO for a Community Planning Technical Assistance Grant in the amount of $25,000 to develop a Recreation Master Plan.

7.1. GRANT APPLICATION – FLORIDA INLAND NAVIGATION DISTRICT (FIND) – MOORING FIELD IMPROVEMENTS
RESOLUTION 2014-46 REQUESTING ASSISTANCE UNDER THE FLORIDA INLAND NAVIGATION DISTRICT (FIND) WATERWAYS ASSISTANCE PROGRAM; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: Authorizes the City Manager to execute the Florida Inland Navigation District grant application.
7.2. GRANT APPLICATION – FLORIDA INLAND NAVIGATION DISTRICT (FIND) – MARINA WELCOME CENTER DECK
RESOLUTION 2014-47 REQUESTING ASSISTANCE UNDER THE FLORIDA INLAND NAVIGATION DISTRICT (FIND) WATERWAYS ASSISTANCE PROGRAM; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: Authorizes the City Manager to execute the Florida Inland Navigation District grant application.
7.3. SOLE SOURCE PURCHASE & INTERFUND LOAN APPROVAL – BEARD EQUIPMENT COMPANY
RESOLUTION 2014-65 APPROVING THE SOLE SOURCE PURCHASE OF EQUIPMENT FOR THE GOLF COURSE FROM BEARD EQUIPMENT COMPANY IN AN AMOUNT NOT TO EXCEED $26,580; APPROVING AN INTERFUND LOAN; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: approves the sole source purchase for maintenance equipment from Beard Equipment Company in an amount not to exceed $26,580. Also approves an interfund loan from the General Fund to the Golf Course in the amount of $26,580 for the equipment at 4% interest for three years.
7.4. CONCEPTUAL WATERFRONT PARK PLAN APPROVAL
RESOLUTION 2014-66 AFFIRMING APPROVAL OF THE CONCEPTUAL WATERFRONT PARK PLAN APPROVED ON MARCH 22, 2012; APPROVING REVISIONS TO THE CONCEPTUAL WATERFRONT PARK PLAN IN AREA OF PARKING LOT B AT WATERFRONT; DIRECTING CITY MANAGER TO PREPARE COST ESTIMATES FOR ENGINEERING PLANS FOR IMPROVEMENTS IN AREA OF PARKING LOT B AT WATERFRONT; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: Affirms approval of Waterfront Advisory Group recommended revisions to the conceptual waterfront park master plan as adopted on March 22, 2012 and approves the revisions to the conceptual waterfront park plan improvements specifically improvements to “Parking Lot B” area of the waterfront. Also, directs the City Manager to prepare cost estimates for the completion of engineering plans for the waterfront park improvements.

8. ORDINANCES – FIRST READING
8.1. CODE AMENDMENT – ANIMALS
ORDINANCE 2014-13 AMENDING THE CODE OF ORDINANCES, CHAPTER 18, ANIMALS, ARTICLE I, IN GENERAL; BY AMENDING SECTION 18-2 PROVIDING FOR REGULATIONS FOR KEEPING CHICKENS ON PRIVATE PROPERTY; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: Amends Section 18-2 of the City Code pertaining to the regulation of chickens on private property.
8.2. CODE AMENDMENT – TAXIS
ORDINANCE 2014-18 CREATING SECTION 86-90 REGARDING LEGISLATIVE PURPOSE; AMENDING SECTIONS 86-93, 86-97, AND 86-111 OF THE CODE OF ORDINANCES TO PROVIDE FOR RECIPROCITY FOR TAXIS PERMITTED IN OTHER JURISDICTIONS AND PROVIDING FOR PENALTIES; REPEALING SECTION 86-112 REGARDING INVESTIGATIONS; AMENDING SECTIONS 86-113 THROUGH 86-116 TO PROVIDE FOR CITY MANAGER PERMIT APPROVAL, RENEWAL AND REVOCATION; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE.
Synopsis: Creates and amends various sections of the City Code pertaining to taxis.
