Waterspouts are frequent in Northeast Florida and they are basically a small tornado over water, originating from cumulous clouds.

When the wind speeds reach 40 mph the wind causes spray to form the circular vortex. The funnel cloud that emerges goes from the water all they way up to the cloud, though often it looks like the waterspout is not touching the water.

Waterspouts are mostly seen in the tropics and have been blamed for missing ships in the Bermuda Triangle.
