City Commissioner Meeting May 15, 2012It is time for the semi-monthly Puppet Show… oops, I meant the regularly scheduled Fernandina Beach City Commissioner Meeting. The meeting will be held at City Hall on Ash Street, May 15, 2012 at 6:00 PM.

1. CALL TO ORDER
2. ROLL CALL
3. PLEDGE OF ALLEGIANCE and Invocation by Reverend Jeannette Richo of the Greater Fernandina Church of God.

4. PRESENTATIONS/PROCLAMATIONS
4.1 PROCLAMATION – BIKE WEEK – Proclaims the week of May 20-26, 2012, as “Bike Week”. Representatives of the North Florida Bicycle Club will be present to accept the Proclamation.
4.2 PROCLAMATION – EMERGENCY MEDICAL SERVICES WEEK – Proclaims the week of May 20-26, 2012, as “Emergency Medical Services Week”. Interim Fire Chief Jason Higginbotham and Division Chief Fino Murallo will be present to accept the Proclamation.
4.3 PROCLAMATION – MEMORIAL DAY – Proclaims May 28, 2012, as “Memorial Day”. Mr. Lee Kaywork, President of the Vietnam Veterans of Nassau County, will be present to accept the Proclamation.
4.4 PROCLAMATION – NATIONAL BEACH SAFETY WEEK – Proclaims the week of May 21-27, 2012, as “National Beach Safety Week”. Ocean Rescue Lieutenant Colleen Trotter will be present to accept the Proclamation.
4.5 PROCLAMATION – SMALL BUSINESS WEEK – Proclaims the week of May 21-25, 2012, as “Small Business Week”. Mr. W. Henry “Hank” Hurst, Jr., Mr. Jaret P. Rice, and Ms. Noelle R. Perry of The Hurst Company will be present to accept the Proclamation.
4.6 PRESENTATION – HISTORIC PRESERVATION AWARDS – The Historic District Council (HDC) and City staff have implemented the first annual Historic Preservation Awards Program designed to share the City’s appreciation for the efforts of those involved in preserving our unique built heritage. Ms. Jennifer Cascone, HDC Chair, Mr. Adam Kaufman, President of the Restoration Foundation, will present the awards to the winners.
4.7 PRESENTATION – SPRING RECYCLE EVENT – JEREMIAH GLISSON – Maintenance Manager Jeremiah Glisson will give a brief presentation on the results of the last community Recycling Event that was held.
4.8 BUDGET SUMMARY – Controller Patti Clifford will answer any questions regarding the budget summary for April, 2012.

5.1 PROCLAMATION – CIVILITY MONTH – Proclaims the month of May, 2012, as “Civility Month”. A copy of this Proclamation will be mailed to Mr. Ricky Libbert at the Florida Bar, Tallahassee, Florida.

5.2 APPROVAL OF MINUTES – Regular Meeting – March 20, 2012; Special Meeting – March 22, 2012; Work Session – March 22, 2012; Work Session – March 29, 2012; Regular Meeting – April 3, 2012; Special Meeting – April 9, 2012; Work Session – April 10, 2012; Regular Meeting – April 17, 2012; Special Meeting – April 24, 2012; Regular Meeting – May 1, 2012.

5.3 DESIGNATING USE OF JOE VELARDI FIELD – RESOLUTION 2012-74 DESIGNATING THE USE OF JOE VELARDI FIELD FOR GIRLS YOUTH SOFTBALL; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: Designating the use of Joe Velardi Field for Girls Youth Softball.

5.4 BUDGET AMENDMENT – PARKS & RECREATION – RESOLUTION 2012-75 APPROVING AMENDMENTS TO THE BUDGET FOR FISCAL YEAR 2011-2012 FOR THE PARKS AND RECREATION DIVISION; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: Approves the transfer funds for change in employee’s designation from Seasonal/Temporary to Part Time and to increase the Revenue and expenditure accounts related to increased instructor programs.

5.5 BUDGET AMENDMENT – UTILITY BILLING – RESOLUTION 2012-76 APPROVING A BUDGET AMENDMENT FOR THE PURCHASE OF A MAILER INSERTER FOR UTILITY BILLING; DECLARING THE CURRENT MAILER SORTER SURPLUS; AUTHORIZING THE CITY MANAGER TO DISPOSE OF SAID PROPERTY IN A MANNER CONSISTENT WITH THE CITY’S PURCHASING POLICIES AND PROCEDURES; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: Approves the transfer funds from the Utility Billing reserve account to the Utility Billing Contingency Revenue account for the purchase of a mailer/sorter for Utility Billing.

5.6 ENDORSING THE COASTAL WILDLIFE CONSERVATION INITIATIVE BEACH DRIVING TRAINING PROGRAM – RESOLUTION 2012-77 ENDORSING AND APPROVING THE COASTAL WILDLIFE CONSERVATION INITIATIVE (CWCI) BEACH DRIVING TRAINING PROGRAM; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: Approves teaching all designated City employees proper beach driving practices to keep beach users safe & reduce wildlife impact.

Synopsis: Adopts Rules of Procedure for City Commission Meetings.

8. ORDINANCES – SECOND READING –
8.1 CODE AMENDMENT – VEHICLE BASED ADVERTISING BUSINESSES – ordinance 2012-06 AMENDING the code of ordinances for the city of fernandina beach, CHAPTER 86, VEHICLES FOR HIRE, CREATING article vi, VEHICLE-BASED ADVERTISING BUSINESSES; establishing procedures for the general operation of VEHICLE-BASED ADVERTISING BUSINESSES; requiring operators to apply for and maintain permits; providing for penalties; and providing for an effective date.
Synopsis: Amends the Code regarding Vehicle Based Advertising Businesses.

    a question for Searchamelia’s estemed publisher. How would Fernandina Beach drop a commission form of gov’t for the more effective City Mgr and Mayor structure? The commission is an extremely expensive and wasteful Parliament of fools.

    Dear Achoubeach. Rather then quickly offering some effective ways to restructure city government, I,m of the opinion that this issue deserves a full fledged essay, a thought additionally supported by the fact that disenchantment with the voting process and city politics as shown by miserable voter election turn outs. It would be too easy to state that anyone seeking to be elected for political office on any level is purely driven by sociopathic tendencies – a frightening reality we are currently witnessing in the US and across the globe – but if we want to protect the last vestiges of democratic principles, our small Fernandina Beach Village could be a shining example of vox populis decision making. Be on the look out for that essay.
