There are some exemptions to the Do Not Call Law, but for over three years you have had the right to tell telemarketers to stop calling you. Once you have expressed your desire, theses companies are required by law to keep a list of consumers who have made a do-no-call request and they are in violation of the law if they continue to call that number.
