4.1 PROCLAMATION – BIG READ CELEBRATION IN NASSAU COUNTY – This Proclamation proclaims January, February, and March, 2010, as the “Big Read Celebration Months” in Nassau County”. Representatives of the Nassau County Library, Ms. Dawn Bostwick, Director, and Janet Loveless, and Friends of the Library President Bill Flynn will be present to accept the Proclamation.
4.2 PROCLAMATION – DR. MARTIN LUTHER KING, JR. DAY – This Proclamation proclaims January 18, 2010, as “Dr. Martin Luther King, Jr. Day”. Ms. Courtney Tyson-Shelby, President of the Nassau County NAACP, will be present to accept the Proclamation.
4.3 PROCLAMATION – NATIONAL INVASIVE SPECIES AWARENESS WEEK – This Proclamation proclaims January 10-16, 2010, as the “National Invasive Special Awareness Week”. Ms. Emily Montgomery, Representative of the First Coast Invasive Working Group, Prevention Committee Chair, will be present to accept the Proclamation.

5.1 BUDGET TRANSFER – RESOLUTION 2010-01 APPROVING AN AMENDMENT TO THE BUDGET FOR TRANSFER OF FUNDS FROM THE STORM WATER FUND RESERVE ACCOUNT TO THE PROFESSIONAL SERVICES ACCOUNT AND TRANSFERRING FUNDS FROM THE GENERAL FUND CONTINGENCY SALARY ADJUSTMENTS ACCOUNT TO THE NON DEPARTMENTAL PRINTING ACCOUNT; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Allows for the completion of all anticipated Professional Services for the preparation of the Storm Water Management Plan, and for the anticipated costs for the city newsletter which is included in the outgoing utility bills each month.
5.2 SPECIAL EVENTS РTRIATHLON AGREEMENT – RESOLUTION 2010-02 AUTHORIZING AN AGREEMENT WITH DIRECT RESPONSE COMMUNICATIONS, INC. D/B/A DRC SPORTS TO HOST THE ATLANTIC COAST HALF-IRON DISTANCE TRIATHLON AND THE “AMELIAMAN” AMELIA ISLAND OLYMPIC TRIATHLON AT AMELIA ISLAND AND IN THE CORPORATE LIMITS OF THE CITY OF FERNANDINA BEACH; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Allows for the “Ameliaman” Triathlon to be held within the corporate limits of the City of Fernandina Beach in October, 2010.

7.1 AIRPORT TAXIWAY B AND E PROJECTS – RESOLUTION 2010-03 REPEALING RESOLUTION 2009-94; ACCEPTING FAA GRANT FUNDING FOR THE REHABILITATION OF TAXIWAY B PAVEMENT (PHASE 2) AND INSTALLATION OF EDGE LIGHTING, AND FOR THE CONSTRUCTION OF TAXIWAY E AND FOR THE INSTALLATION OF EDGE LIGHTING; APPROVING WORK ORDER 09-29A WITH PASSERO ASSOCIATES, LLC FOR PROJECT MANAGEMENT SERVICES RELATED TO THE TAXIWAY B PAVEMENT REHABILITATION AND LIGHTING AND THE CONSTRUCTION OF TAXIWAY E AND THE INSTALLATION OF THE PAVEMENT LIGHTING AT FERNANDINA BEACH MUNICIPAL AIRPORT; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Sets fees by Ordinance instead of Resolution, and clarifies language regarding electric service enclosures and entrances.
8.5 CODE AMENDMENT – FILING FEES FOR ELECTIONS РORDINANCE 2010-04 AMENDING CHAPTER 34 OF THE CODE OF ORDINANCES BY AMENDING SECTION 34-3, FILING FEES; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Changes the required filing fee from five percent (5%) of the Commission’s yearly salary to three percent (3%), as required by FS 99.092.
